How the L5 Works
- Eligible costs: major capital work (roof replacement, boiler/mechanical, windows, elevators, life-safety systems) and extraordinary cost increases.
- Maximum 3% above guideline per year (spread over up to 3 years if the justified increase is larger).
- Requires detailed evidence: invoices, contracts, permits, and proof of payment for every claimed item.
